in Belgium dutch speakers are 59%and french speakers are 40% Germans are 1% but in the capital of Belgium 80% of french speaker and 20% dutch so every profit from any policy was taken by French community where the French was in small number but rich that dutch was poor so the tension was that French people are getting all privileges were dutch speakers was suffering
