The Indian National Congress was established when 72 delegates from all over country met at Bombay in 1885. Prominent delegates included Dadabhai Naoroji, Surendranath Banerjee, Badruddin Tyabji, W. C. Bonnerjee, S. Ramaswami Mudaliar,[1] S.Subramanya Iyer and Romesh Chunder Dutt. A.O. Hume, a former British officer and Civil servant was one of the founding members of the Indian National Congress.

In 1883, Hume had outlined his idea for a body representing Indian interests in an open letter to graduates of the University of Calcutta. Its aim was to obtain a greater share in government for educated Indians, and to create a platform for civic and political dialogue between them and the British Raj.
