The first main reason was the political deadlock that happened in the Legislative Assembly of the United Province of Canada. Both Canada West and Canada East had an equal number of seats in the Legislative Assembly. This made it possible for one group to stop legislation and another group to pass. Disagreement happened often. The majority of Canada East was English speaking and the majority of Canada West was French Speaking. Canada West and Canada East were often on opposing sides. There were four parties in the Legislative Assembly, two were from Canada West and two were from Canada East. To form a government with a majority, at least one party from each section must cooperate in a coalition. The coalition in the 1860's was between the Liberal Conservatives of Canada West and le Parti bleu of Canada East and was closely balanced by the Reform Party of Canada West and le Parti rouge of Canada East. The Coalition government was having a difficult time getting a strong enough majority to pass legislation.
