IN 1980s, A number if scheduled Caste Group came forward and asserted their right . They refused to perform their so-called lower caste duties .In response of this,people from more powerful caste unleashed violence against them. Thus, the goverment was forced by circumstance to enact new law to stop the atrocities committed by upper class people or more powerfull people .
