Though at the beginning of the war man-power was not considered to be that important factor for victory in war, it in the long run proved to be one of the chief causes for the defeat of the South. Initially both North and South had depended on volunteers, but soon both of them were forced to resort to conscription.

As the confederacy had much less population it scraped the bottom of its man-power barrel more quickly. Confederacy resorted to conscription in April 1862 and the Congress passed orders for conscription only in 1863.

The Federal and local governments offered liberal bounties to attract volunteers. As a result, the war dragged on the numerical strength became both a psychological as well as a physical factors. In the last years of war, the Union armies, in spite of heavy causalities, seemed to grow stronger. On the other hand, the losses of the Southern armies sapped their will to fight.
