It was in the fifteenth amedment of the united States Constitution that prohibited the goverment of the United States or any other government from the states to deny any citizen the right to give out votes based on the colour, race, or the servitude of any kind previously. it was on 3rd February, 1870  that it was ratified completely. It was during the American Civil War and the Era of Reconstruction that Congress debated about the rights of the former black slaves.
