Now, it is constitutionally mandatory to hold regular elections to the local government bodies.

Seats are reserved in the elected bodies and the executive heads of these institutions for the Scheduled Castes, Scheduled Tribes and the Backward Classes.

At least one third of all positions are reserved for women.

An independent institution called the State Election Commission has been created in each state to conduct free and fair elections for the panchayat and the municipalities.

The State government are required to share some powers and revenue with the Local government bodies. The nature of sharing varies from state to state.

A major constitutional amendment was done on the year 1992.it is constitutionally mandatory for the state government to hold regular elections at the local levels.Seats are reserved for the SCs and the STs at the local government. 1/3 rd of the seats are reserved for the women.There is a separate election commission for the state which conducts election at the local levels. (Independent). Now, the state government should share some responsibilities, powers and revenues with the local governments.
