     E=kQ/r^2
=> 10^4 = 9*(10^9)*Q / (0.25)^2
=> (10^4) * (0.25^2) / 9*(10^9) = Q
=> 0.00694 * 10^(-5) = Q
=> 6.94 * 10(-8) Coulombs = Q

⇒ (10^{4} * 0.25^{2}/9(10^{9})=Q
