1. it is constitutionally mandatory to hold regular election to government bodies.
2. seats are reserved for scheduled caste scheduled tribe and other backward classes.
3. at least one third of all position are reserved for women.
4. the state election commission has been created in each state to conduct Panchayat and municipal Elections.

The following amendments were made towards making decentralization more effective.
1) Regular elections to the local govt were held under strict supervision.
2) Adequate reservations were given to SC ,ST and OBC , according to the Constitution.
3) 1/3 rd seats were reserved for women in each constituency of local body election.
4) Separate election commission was set up for carrying out the elections.
5) State govts were ordered to give prescribed fund from their share to the Panchayats or the local body for proper functioning.
