decentralisation means developing third tire or local government taking power or some funds from state and central government giving to local government to share power or benefits to all people

Democratic decentralization is democracies is driver by the need to govern the country more efficiently as in developing countries like India, the diverse population along with lots of social clashes needs to be governed in a way that let's the spirit of democracy maintained and let's the governing system stabilized.

Thus ruling at local levels by direct active participation of the people can satisfy them better than having a central ruling system.

Also as India is a highly diverse country, requirements of different regions vary at great Heights thus implementing same policies in all places might be harmful for few places and beneficial to few places. Thus to minimize these ruling errors, decentralized system is put into regulation and as we have observed, it is quite successful.
