You need:
* Free speech and *completely* independent media to share dangerous ideas, even ones that are frightening or unpopular. (in the US, each of the following ideas were dangerous *and* unpopular at one time or another: Women voting, black people with equal rights, gay people with equal rights, etc.)
* involvement and understanding of the role of political parties, preferably more than two, with assurance that every party can nominate any non-felon they want.
* lack of official oppression designed to discourage (or outright imprison) potential opponents. It should go without saying, politicians should be free from arrest, assassination, or financial ruin from their activities.
* real power in the hands of political leaders, including complete control over the military (and the ability to fire any officer at any time), and no "oversight" by an unelected set of ideological or religious "controllers" who can veto legislation.
* so much wide spread understanding of, and respect for, the constitution so that a popular president does not have the power to change it to grow their power base.
* elections that every person can freely choose any candidate in secret with faith and trust that every vote is counted precisely once and widely reported.
