Explanation:
Plains are fertile land because of vast amount of fine silt and organic material brought by rivers.
When the lands were not habitated with populations , rivers coming from hills used to fill and inundate entire plain lands. Rivers were/are carrying huge amount of organic material , silt, clay etc which gets deposited in the plains. As the process has be been very gradual since time immemorial, the plain lands became very fertile.
