What makes acidic partially digested food from stomach into alkaline in the small intestine?

The bile juice secreted from the liver makes the food alkaline so that pancreatic enzymes can act on it.

When the food enters the duodenum( small intestine) the hepatopancreatic duct brings bile juice from the liver and the bile salts act on the food to make it alkaline.
