Elections in India are conducted and monitored by the Election Commission of India which is independent and autonomous i.e it has powers and resources to ensure that elections happen in a regulated manner. It is spearheaded by 3 retired civil servants and usually the election to these posts ensures that these individuals do not have any known political affiliation. The impeachment process of the Chief Election Commissioner requires a two thirds majority in both houses of the Parliament. Each state has a Chief Electoral Officer who is also a senior bureaucrat. They are aided and assisted by a large force of deputed civil servants during the election season.
