India can be called a federal country because
1)India has a three-tier system of government i.e. Union,State and local.
2)Constitution provide three types of lists i.e. Union list(having subjects of national importance), State list(having subjects of state and local importance)and Concurrent list(having subject of common importance to both central and state govt.)
3)Power is shared between Central,State and Local government i.e. Decentralization.
