india has more than two tiers of govt. which makes it a federal country.

each tier has its own jurisdiction in the matters of legislative, accounts etc. the constitution of india also states that no tier alone can approve or make changes in the bill passed.

these are the reasons which makes india a federal country

and yeah, india comes under holding together federation. it divides the power in to various levels of the GOVT.
