India makes a federal government because of following reasons -

(1) The constitution declared India as a union of states.

the constitution originally provided for a two-tier system of government, the Union Government represnting a union of India and state government.

(2) The constitution clearly provided a three fold distribution of Union government and a state governments.

Thus, it contains three lists

-- Union list

--State list

--Concurrent list

Answer:

Explanation:

1) there are 3 tiers of government.

2) powers are divided between the 3 tiers and their powers are specified in the 3 lists in the constitution.

3) change in power sharing arrangements can be made only after it is passed by both  houses of parliament with atleast 2/3rd majority and ratified by the legislatures of half the total states.

4) the union and state governments have the power to levy taxes and raise resources thus ensuring financial autonomy.

5) all states do not have equal powers. j&k has its own constitution. people who do not stay in the state cannot buy land or house here.

6) union territories are administered directly by central government.
