◆ Different tiers of govt. govern the same citizens, but each tier has it's own JURISDICTION in specific matter of legislation, taxation, and administration.

◆ our objective is to safeguard and promote unity of our countryside.

◆ Our system has both imp aspects: mutual trust and agreement to live together.
