1 Under the Federal government different types of the government govern the same citizen .

2 There is a three fold distribution of legislative power between the union government and the state government in the three list Union , state and concurrent list .

3 This sharing of power is basic to the structure of the constitution and it cannot be changed easily by the Parliament alone .
