A non-democratic government is any form of government where the people (the demos of “democracy”) don’t have a say in who holds power. It’s possible to argue that a form of government where the people don’t have enough of a say in who holds power is non-democratic, although I’d suggest it’s “imperfectly democratic”.

The classic example of a non-democratic government is a dictatorship. Think of everyone’s favourite example of a dictatorship - North Korea. Power is held by the Workers’ Party, and specifically by the Kim family (the so-called “Paektu Bloodline”), with the average citizen having precisely zero say in the matter.

An absolute monarchy - such as used to exist a lot more commonly than does now, but let’s pick on Brunei this time since they don’t tend to get much of a mention - is also a non-democratic government. Here, the power sits with the royal family, no matter what the general Bruneian population might want.
