Even states like Punjab, Haryana, Bihar, and Uttar Pradesh experience droughts due to insufficient rains in some areas.

In all, 191 of India's 543 districts are severely drought-prone.

Because rains affect farms and forests the most, people who are most severely and immediately affected by droughts are those who depend entirely on agriculture and animal husbandry for a living, or tribal people who live on food from forests.
