The very concept of Development can be interpreted in varied ways and it is true that what may be development for one may not be development for others. We may give the following examples :
a. For instance, government policy of creating SEZ's that is Special economic zones to encourage foreign investment, to give impetus to country's economic development , Though this notion of development aims at overall economic growth, increase inflow of foreign capital, generating employment but a large section of Indian society is averse to SEZ's. Farmers whose land is being acquired to be converted into SEZ's are not adequately compensated , It has led to displacement of Local Communities.
b. Similarly government large scale projects of creating dams, may very well be symbolic of modernisation and development as they help in generating electricity, help in meeting irrigation needs but on the other hand it leads to large scale displacement of tribal local communities, depriving them of their customary rights.
From the above examples we may argue that as to what development mean for these local communities who rather become victims of government development policies and are forcibly displaced and not properly rehabilitated.
