Just for say, a big bushiness man see construction of dam as their development, since they need electricity for their factory consumption whereas they tribal who used to live there were see it as destruction since their home get destroyed by the construction of dam and may create a revolt against it, hence leading to wide destruction.

Also, many bushiness men see mining and quarrying as their development since they require mineral for their factory needs but the people living in that area see it destructive because it cause pollution there and hence leading to destruction of people's live.
