Different people have different development goals as all are not equally developed. Conflicting development goals means that development goals of a particular group is harmful and opposite to another to another person's development goals.
Example: The Narmada valley dam construction was profitable to the rich business man but this conflicts the development goal of a farmer who want's to practice agriculture there.
