the reason behind this is that the ripples made by the boy cause longitudinal displacement of the particles of water just like the displacement caused in sound particles during longitudinal propagation of sound waves. That is, the ripples cause the movement of particles of water in up and down rythemic movement . this is the reason why the boat doesn't moves.
