The Belgium leaders recognized the existence of regional differences and cultural diversities between 1910 and 1993 they ammended there constitution 4 times. Constitution prescribes equal no. of french and dutch speaking people in central govt. so single community can not make decisions. In the capital Brussel there is a seperate state govt with equal representation. There is a 3rd kind of govt known as community govt which has rights to take decision on the issues related to culture and languages.
