It means Romeo persuaded to go to the ball in the disguise of a mask so that he might see his Rosaline but Benvolio wants Romeo to compare her with some choice beauties of Verona and make him think his swan a crow. Romeo was one who would lose sleep over love and Benvolio wants to cure Romeo of this love so he made sure that if Romeo could go to the ball, he would find his beloved Rosaline an ordinary one (crow) compared to other beauties (swan).

While Romeo dancing with his friends, he was suddenly struck with the exceedingly beauty of a lady where her beauty and perfections shone cover her companions and he compared her to a snowy dove trooping with crows .The dove symbolizes the lady while the crow her companions.
