  • In 1773. Under this rule, the right of the collected revenue was given to the highest bidder through auction.
  • The highest bidder have right to collect revenue for five years.
  • The peasants, merchants and shopkeepers were supposed to 'pay their taxes' to the 'highest bidder' which used to be problematic for them sometimes due to the harsh nature of the bidder.
  • Earlier, the Zamindars had the right to collect revenue and form two different paths leading to the government and the peasants.
