Aqua Regia is a mixture of Hydrochloric acid and Nitric Acid which is used to dissolve different metals which don't dissolve in any normal acid solution.

The volume ratio of the Aqua regia or the HCl:HNO3 is 3:1.

And according to the data mentioned in the question,

We can make the maximum amount of 3:1 ratio aqua regia by the given amount of acids is 1600 ml.(1200ml:400ml ; 3:1)
