Divisibility test of 15 is that a number has to be divisible by both 3 and 5.

Thus we have to find whether 2839 can be divided by 3 or not...

Divisibility test of 3 = sum of digits should be divisible by 3...

2 + 8 + 3 + 9 = 22

22 is not divisible by 3

Thus we must add minimum (2) to 2839

2839 + 2 = 2841

Now divisibility test of 5 is that the last digit should be either 0 or 5.

Thus the least number that should be added is 4 but if we do that then the number will no longer be divisible by 3 thus we must add (9)

2841 + 9 =2850

We can clearly see that we must add

9 + 2 = 11

We must add minimum 11 to 2839 so that it becomes divisible by 15.
