let \: the \: other \: number \: be \: x \\ x + ( \frac{ - 3}{5} ) =  \frac{2}{3}  \\ x -  \frac{3}{5}  =  \frac{2}{3}  \\  \frac{5x - 3}{5}  =  \frac{2}{3}  \\ 5x - 3 =  \frac{2}{3}  \times 5 \\ 5x - 3 =  \frac{10}{3}  \\ 5x =  \frac{10}{3}  + 3 \\ 5x =  \frac{10 + 9}{3}  \\ 5x =  \frac{19}{3}  \\ x =  \frac{19}{3 \times 5}  \\ x =  \frac{19}{15}
