No. The RTI is a right but not fundamental. The constitution of India has till yet defined only seven rights which are considered fundamental and are aquired as soon as one becomes a citizen of the Indian Republic.
The RTI which was given life in 2005 is among the rights which belong to any resident of india who is lawfully residing into its territories or is detained in custody by some law.
