Let volume of flask be = 1L

Applying charles law :-

 \frac{v1}{t1}  =  \frac{v2}{t2}

where v1 = 1L, T1 = 300k, T2 = 500k

So, v2 = 500/300 = 1.66L

( gas has expanded )

Volume of gas escaped ( 1.66 - 100 ) = 0.66L

Hence, percentage of gas escaped =

 \frac{0.66}{1.66}   \times 100 = 39.75

That is 40 % approx.
