Villagers were punished for grazing cattle, for transporting wood without permission, or travelling in forest roadsThe Dutch government used the ‘balandongdiensten’ system for extracting free labour from the villagers.They imposed rents on land cultivated in the forest. During war the Dutch ​ followed the scorched earth policy of destroying saw mills, burning logs of teak so that the Japanese could not benefit from it
