Civil Servants enjoy all rights available to citizens in fundamental rights, other parts of the constitution and also rights available through laws of the Parliament and state legislative assembly.

Only exception to above laws that Parliament or state legislative assembly may vary for good conduct of civil Servants through conduct rules.

In case of criminal offense, liability of civil Servants is same. However, in case of civil matters where civil servant is working in official capacity he /she is not liable.
