we should confirm that what is it's cause of spreading for example if it is caused by electrical appliance than the person pouring water will get shock

The water should be clean it should not have any chemicals in it otherwise the fire will spread more. It should not be poured on the electrical equipment that has caught fire. and when thrown on oil or other things it should be thrown with pressure to cut out the oxygen supply
