The shifting cultivators faced the following problems under the british rule:
i) The british were uncomfortable with the groups which moved about and did not have a fixed home.
ii) They also wanted the tribals to settle down and become peasants and farmers.
iii) The british also wanted a regular revenue source for the state.So it introduced land settlements.
iv) Settled plough cultivation was not easy in the areas where water is scarce and the soil is dry. Infact,
shifting cultivators who took to settled plough cultivation, suffered since their fields did not produce good yields.
