Steam will produce more severe burns than boiling water because steam has more heat energy than water due to its latent heat of vaporisation. ... On the other hand steam condenses to form an insulating layer of water that will limit further transfer.

Well the answer is that, water vapour will cause more burning. This is because

Steam ( Water vapour ) has :

1. Higher heat energy

2. More Latent Heat of Vaporisation

3. More faster burning as a layer forms on the place of burn.
