BUT in case of water it can still recieve heat to form steam
so if u dip ur hand in boiling water it would burn by the heat giving by water to your hand but some of your bodies energy will be taken by the water to form steam(loss of energy is cooling)
Steam on the other hand is at its maximum temperature, so it won't take any heat from your body but in fact provide heat, causing severe burns
