Lord Minto, the British Viceroy of India in 1906, promised Aga Khan, separate Muslim electorates. As a result, the Minto-Morley reforms came into effect in 1909, providing separate Muslim electorates.  

Aga Khan III (1877 – 1957) was the Imam or leader of the Nizari Ismaili sect in British India from 1885. He took keen interest in promoting the interests of Muslims in British India. In 1906, Aga Khan took a Muslim delegation to meet British Viceroy – Lord Minto, seeking to improve Muslim interests in India. This meeting lead to the creation of Minto-Morley reforms, by the British government.
