Water treatment plants generally don't use bleaching power (solid calcium hypochlorite) the use chlorine gas or sodium hypochlorite, theses are used to kill bacteria, fungi and algae in the water and to leave a tiny amount in the water to keep the pipes to your home free of dangerousmicrobiological life.
