Sir Charles Wood, president of the Board of Control in England, sent a dispatch to the governor-general Lord Dalhousie with his recommendations on the system of education to be followed in India. This dispatch was to become the blueprint for education in India for a long time to come. The main 2 points of the dispatch are:

<> Every district was to have one government school.
