MnO2 + Hcl = Cl2 + MnCl2 + H2O
Here, HCl is reduced to Cl2 and H2 gas is oxidized

MnO2 + 4HCl -----------> MnCl2 + Cl2 + H2O

The oxidation state of Cl in HCL is -1 and it changes to 0 in the product Cl2. Increase in oxidation number occurs, so Cl- is oxidized.

In MnO2, Mn is +4 state and this becomes +2 in product MnCl2. So decrease of oxidation number occurs, hence Mn is reduced.

Hope it helps :)
