Novelty is a characteristic of entity that carries one or aspects that are 'new' and 'original'; for a depth review, you could refer Howard et al. (2008). Now, it is important to what kind of an entity are we referring to.
In engineering design, novelty is often spoken in reference to product, process, person, and situation. Let us consider the product facet that is much easier to explain. A product is considered novel if it carries one or more features that 'new' and 'original'.
This lead to another question, "Using which reference do we say a product is novel?"
A product could be novel w.r..t the following.
1) A design session (e.g., a competition)
2) A geographical location (e.g., a closed community)
3) The prior knowledge of the person who is judging
4) A database of products that belong to one or more domain (e.g., US patent database)
5) The history of products developed in an organization
Beyond all the above references, the ideal way to measure novelty is to compare the product against the entirety of inventions in the human history (Boden, 1996). Since that is nearly impossible to obtain, using one or more of the above references would provide a novelty measure that is true to some extent.
