What responsibility does the State/ government have towards environmental protection under the Indian Constitution?

Education department in India comes under concurrent list . Both union and state government make law on these subjects. Sikkim state government and central government both will make law on these subject about the new books and new pattern .If any conflict arises between the two government the law made by the union government will prevail.This shows the the bilateral decision making feature of Indian constitution in which both state and union government take part in law making.
