The answer is some groups might be punished more or less severely than other groups.  

It is worth noting that this is quite common and it normally happens that people of one race get a punishment much more severe than a person from another race might.  

And again social background often influences this lot, but so does prejudice and racism.

Because  the role of someone getting punished they should the best way they deserve.


Discrimination in the form of punishment to criminals should be done with the rate of crime made by the criminals or the groups who should be punished more to detoriate discrimination.


The best way to punish them is through discrimination.
