Fermi level is the highest energy state occupied by electrons in a material at absolute zero temperature. As the temperature is increased, electrons start to exist in higher energy states too. ... Fermi level is also defined as the work done to add an electron to the system.

⚫️Fermi level is a term used to describe the top of the collection of electron energy levels at absolute zero temperature. This concept comes from Fermi-dirac statistics.

⚫️Forbidden energy gap is a hypothetical element it is actually the energy difference between the energy band and conduction band. Hence, electron will have either energy to cross the gap or not. Hence it can be concluded that can't exist in forbidden energy gap.
