What's the breif definition of Permafrost?

Permafrost is a soil,rock or sediment that is frozen for more than two consecutive years. In areas not overlain by ice, it exists beneath a layer of rock or sediments which freezes. Permafrost occupy almost 24 percent of the exposed land surface of the earth. Some permafrost are said to be almost 2,000 feet. It is  mostly  found in the area of the Northen Hemisphere .
