What's the difference between a semicolon and a greek question mark?

The Greek question mark (;) and semicolon (;) is the same thing. The semicolon ";" is used to break a sentence into two halves and give a pause ot gap In the middle. In Greek, after an interrogative statement is made instead of putting "?" they put ";".
