What's the difference between "He wouldn't be available" and "He wouldn't have been available"

he shoudnt be available means he will not be available. he woudnt hav been available means usse available nahi hona chahiye tha

He wouldn't be available
This means that the one who is telling is not sure about him that he is available or not
but feels that he won't be
BUT THIS IS ABOUT THE PRESENT TIME THE PERSON IS TALKING ABOUT

He wouldn't have been available
here also the person is not sure that the person had been available or not
BUT THIS IS ABOUT THE PAST TIME THAT PERSON IS TALKING ABOUT
